The last sentence of the proposed legislation, don't be fooled!

"The Legislature may by general appropriation or by designation of other funding sources to be deposited in the fund provide further funding as it considers appropriate."

You will be hard pressed to find a post under my name that supports the education "system" of today!

Pumping more money into a system that is a failure is not going to "fix" it! Have you read any of the latest "test results" on the WV education system? Do note that WV is ranked 11th in funding per student and "West Virginia ranks 47th in the nation in education, according to The Annie E. Casey Foundation's annual Kids Count Data Book."

Like Kessler was telling us that the county had lowered the levy rate and I looked at the "budget" and the county received and spent 18% more in the levy rate "reduction" year! Spin it!

Thank goodness my gas leases are in Wetzel and Monroe Co

And by the way TSPITR, if your taxes went up 67% and 70% of every property tax dollar goes to the Board of Education, that means that 42% of your increase went to fund education! and all your posts support education. So be happy you are doing a little more to support our efficient county education system.

"5A-2-35. Creation of West Virginia Future Fund; legislative intent. (a) There is created in the State Treasury a special revenue account, designated the "West Virginia Future Fund," which is an interest-bearing account and may be invested in the manner permitted by the provisions of article six, chapter twelve of this code, with the interest income a proper credit to the fund. Notwithstanding any provision of this code to the contrary, twenty- five percent of the increased proceeds received on and after the effective date of this section as state revenue pursuant to the provisions of section three-a, article thirteen-a, chapter eleven of this code as a result of Marcellus Shale production shall be deposited in this fund. The Legislature may by general appropriation or by designation of other funding sources to be deposited in the fund provide further funding as it considers appropriate."

My taxes have increased 65% since 2007! Spin it as you will!

If little Kessler does not like the 95% tax break maybe he should tell big Kessler he should not have let the bill go to the floor of the Senate for a vote. Senate President makes that call! Don't be fooled by the "system!"

As for your Kessler severance tax slush fund, pay attention to the last sentence!

And as far as the Future Fund, the money will come from SEVERANCE taxes which are paid by those companies extracting the gas, individuals don't pay severance taxes.

The article stated that the assessor believes that no one should be receiving a 95% tax break and that the legislature should address that unfairness. But FYI, in Marshall County, Class 3 and 4 property owners, who are the industrial and commercial property owners and the gassers pay almost 92% of all property taxes collected while Class 2 homeowners pay only about the remaining 8%, which is one of the or not the lowest tax burden on homeowners in the state and certainly lower than surrounding states. (As u said, google the budgets to find out where the money comes from).

big brother Kessler is trying to get the state to set-up a slush fund with taxes from gas/oil money. Got news for you that will be from the WV citizens that own the gas/oil rights. The out of state gasser companies get 95% tax breaks (see article). Who do you think your politicians work for?

West Virginians should be one of the lowest taxed people in the Country. Coal/Timber/Oil/Gas have been part of the scene in WV since the turn of the last century. Look around and see who pays and who does not!

"The total amount is $2,291,271,945 for personal and real taxes in the three classes, which is more than double what it was in 2007, Kessler said."

"Totaling more than $10 million at a particular plant site - at 5 percent salvage value of the total new construction cost. New investment in the plants owned by Dominion, Blue Racer, Markwest Liberty and Williams Ohio Valley Midstream totaled more than $900 million at their facilities this past year, Kessler said."

So a 900 million dollar investment/build-out is put on the books at 45 million!

A few weeks back your assessor was telling the press about the 10% increase in home/land values. The "little peeps" are paying the taxes, not the gassers!

Liberty, bother knowing that assessed values on all property has gone up? That the average property owner's taxes have gone up while real value has remained constant. Try to remortgage at the assessed value. Good luck.

Do the nattering, nabobs go negativism bother reading what was said? The increase over the years is primarily due to NEW investment in the county. When 5 new billion dollar gas processing plants are built, when hundreds of new gas wells are drilled with its related construction, and when new commercial and residential development occurs, NEW value is created which adds to the total assessed value, existing values did not double. Sometimes the smartest people in the room don't have enough sense to come in from the rain, or in these days the snow and frigid cold.

BRAVO! Senate President & Lieutenant Governor Kessler is a remarkable and honest leader. He will further distinguish the Northern Panhandle as the potential next Governor of the state. Chris Kessler far exceeds the ability of his forerunners who abused the Assessors office and those with some margin of intellect recognize and appreciate his work.

And little Kessler has assessed the county at 100% increase in value since 2007! Remember the recession? He doesn't either!

So if you had property that was valued at $100,000 in 2007 it is now worth $200,000. Go down to Mercantile (BB&T) and tell them you would like to mortgage your property for $200,000. Take this article with you for proof......

This is what happens when you elect the politicians that receive campaign financing from the gas peeps!

Kessler's brother is the Senate President (they actually set the agenda for legislation, what gets voted on or not) and the people of Marshall County think he is representing them! Sad stuff!

Follow the money! Not to worry the good people of Marshall County will continue to receive a larger tax bill and they will also continue to leave the county!
