The city should give Howard a RAISE OR REPAIR ORDER. Posin most likely received settlement that included funding for the value of the property and the cost of tearing it down and replacing it. MAKE THE PRIVATE PROPERTY OWNER TEAR IT DOWN OR SIGN IT OVER TO THE CITY FOR THE COST OF DEMOLITION.

The city needs to issue the CURRENT owner a 90 day order to demolish the building or face fines. Then and only then should the city offer not a dime more than $29,588 for the remaining grassy lot. If the city has paid anything towards settlement, pays more that appraised value for lot, or worse yet pays for demolition of building, THEN whoever signs off on the deal needs to be fired. What is next headline-"City pays $200k for building, $75k for demolition, $10k for asbestos abatement, and $100k in legal fees when Chinese restaurant building is damaged during demolition?
