Retired municipal employees are guaranteed their pensions even if a city would file bank ruptcy --problem in Wheeling is uniformed retirees get a cost of living increase every year by sending a representatives to Charleston every year during March to lobby . Oh by the way the fire and police lobbyist are still PAYED as being working their shift !!!!!!!!!!!!

The Editor makes an important point :those remaining behind will be stuck with huge expenses.

It should be noted that the decline has continued despite the formidable area gas activity. Once this is over- and the WWII and Korean War age group have passed- the decline will accelerate. Nothing is being done in the way of new starts/new directions.

The Wheeling city officials don't seem willing or inclined to reduce spending. I think they've got Obama-itis. Spend, spend and then spend some more. As long as they can continue to collect tax revenues, they'll keep spending. They've enacted a .5% sales tax, they're retaining the B & O Tax (which, by the way is the most unfair tax of all) and they just refuse to take out those visitor killing parking meters. I wonder what percentage of the city budget goes to retired city employees. Before Wheeling Steel closed its doors, they were paying more to retirees than current employees.
