The article is straightforward. There's not enough room a the local landfill and the cap is out of date. Not sure why Rickshaw feels that the determination is not local when it's only Ohio County voting on it.

Garbage has to go somewhere and I'm happy we've had no problems at the Short Creek site.

A 'NO' or "Against' the proposal would keep the determination Local and would not be expanded to 50,000 even if the DownTownCharlestonCrowd wanted to increase it.
