A 9-foot heron? I had no idea the city manager was 9 foot. Well, given the size of his head and all, I guess it’s not too far off. We could only hope to see him "in flight," and headed away from the city.

And it's great to see the city putting local Wheeling residents to work. Oh, nevermind... it says Landscape Architecture Studio of "St. Clairsville." My bad.
