Convincing addicts that they are victims to be served, and thereby declaring all of the burglar, assault, robbery, and theft victims in their wake are just collateral damage doesn't seem to be the way to convince addicts to stop. I wonder if people would become addicts or have the time to lay about and steal from others, if they had to work to live. Drug addiction may be more about having a coddled group in society that has nothing else to do but drugs. One element that runs through addiction and runaway crime in public housing is that the doers have nothing else to do each day but steal or get high. Housing, food, medical, cellphones, transportation, clothing and care for kids is all taken care of by a President who farms votes among these folks. Beating addiction requires self determination and personal drive..that is spoon fed away by the Obama society (and vote block). Maybe if you had to work some to have what you want you might not have time to steal and do drugs.
