In sports , a "vote of confidence" gets you fired shortly afterwards. In a position paid for by taxpayers,it gets you a raise or a contract extension.

Most often when a gov agency does this kind of thing, it is to convince all of us that she is doing a great job...and consequently to not think about the problems. Who does this kind of thing, a big hug fest for the non elected Superintendent? Marshall County's BBOE (Bizarre Board of Ed) did this for Prince Renzella, a gave him pay raises, etc. And in the aftermath they are dealing with the problems that indicate maybe he wasn't all of that. The OC outgoing Board President (dumped by voters) even tried to renew her rein in power with a long term contract on his way out the door. Thats omeone freshly rejected for the voters would try that kind of thing is thought provoking. And a massive hug fest? She is, afterall, a public employee, not Queen of the Realm. It is suspicious behavior, this group hug..yep it is. In poker it would be called a "tell".
