Minard Remains Confident of Park

WHEELING — When Steve Minard was a child, he would dance on the hearth at his grandparents’ house to make people laugh.

Decades later, at the age of 39, Minard plans to continue doing just that — this time with a theme park named Wild Escape.

He said 12 of the planned park’s rides, which are part of a “$30 million ride package,” already have been constructed. Five of the 12 are roller coasters. All are in storage, he said, waiting for their final destination — The Highlands in Ohio County.

But until the county can receive permits from the U.S. Army Corps of Engineers to conduct earth work on the designated site, the rides will remain in storage. But Minard isn’t sweating it — he said he knows the process of getting such a park going can be a long one.

For example, in Omaha, Neb., he has been waiting for nearly four years for state legislators to approve a law that would allow tax increment financing to be used in counties for development of projects such as his. Recently, something similar to TIF was approved, named the enhanced employment district, but it should work just as well, he said.

TIF — a method of financing development with the projected gains in tax revenue that will result from that development — already is available at The Highlands site. Minard said TIF funding will be used to cover a portion of the infrastructure work there. The remainder of that work, in addition to the rides and park itself, will be covered by his companies’ private investors.

His companies include a consulting firm named AMS, which he said generates much of the money he needs to build theme parks; Endeavor, which he described as a parent or holding company; and Wild Escape. He formed a limited liability company named Crystal Mountain West Virginia for the Wheeling Wild Escape project. He aims to build 20 Wild Escapes across the country.

“Just because we don’t have Wild Escapes open doesn’t mean we don’t have the revenue,” Minard said.

Minard said one of his current theme park projects under construction is Belle Island Village in Pigeon Forge, Tenn. Past projects that members of his team have been involved with include Universal Islands of Adventure and Navy Pier in Chicago.

When he formed AMS, the company did more consulting and managing of parks. His team, the members of which are scattered across the country, include his brother, John Minard, who has worked in the amusement sector for 35 years; Joyce Gray, chief marketing officer; and Jim Macy, chief operating officer, Minard said.

His brother John Minard, 51, was a big influence on him.

He purchased amusement rides and Steve Minard would work at concession stands and do other jobs at his carnivals in his native state of Iowa. Steve Minard decided to break away from the business, going to college to learn about finance.

But after working in that sector with Ernst and Young, Minard wanted to unleash his creativity.

“I probably get more involved than they like in the designing,” he said. “I come up with the concepts and they make it pretty. ... It really is who I am.”

Minard was tight-lipped about his rides, only revealing the names of two of his roller coasters — Shock Tower and Wild Flyer.

He said he also cannot reveal the rides’ storage locations, as in the past people have broken into buildings and stolen steel, copper and computer components from the rides.

“We had to put guards on things,” he said.

Before ever purchasing a ride, Minard tests a prototype. For example, he test rode the Wild Flyer, which he described as a hybrid ski lift and coaster, built by 3DBA in Belgium.

The Shock Tower, he said, was built by Maurer, a German company that engineers bridges and coasters.

He describes it as “the world’s highest inversion” coaster.

“It has a lot of air time on it — like six seconds; that’s a lot,” Minard noted.

In addition to getting the permits, as soon as the building pad is ready, Minard said construction of the park can begin. The county first must fill in a valley that contains a small stream, and since the Army Corps is in charge of U.S. waterways, it also is in charge of doling out permits related to such streams. Once filled in, Minard said, nothing could be constructed atop that portion of the 125-acre building site. The ground would need to settle for at least six months to a year. In the meantime, a parking lot could be situated there, he noted.

First, let me establish my credentials: I own and operate a live show production company and provide shows and production services to the theme park industry and have for more than a decade.

If he is waiting for the permits to fill a hole which he is claiming to use as parking for now, why wouldn't he begin the construction of the park itself while he waits?

$30 Million is not a large ride package. 5 Decent coasters would eat that up in one gulp.

$50 admission price (as per previous reports) will not happen in the Ohio Valley. I don't even think Cedar Point has that ticket price yet and they have more than triple the coasters Minard is suggesting.

Finally, for those that remember it, I need only say PARADISE LAKE Part 2.

An article like this shows how little most people really pay attention. If I recall correctly, the newspaper on several occasions has called out Mr. Minard on his plans, both through work he has claimed to have done and also by talking with theme park experts in other areas -- all of whom said there was no way a park would work here. The news is this: Ohio County officials continue to back Mr. Minard, to the point it has damaged their credibility. No one believes this park will be built outside of the three commissioners. Also, no one believes Mr. O'Brien will get the $1 million he is seeking for his land-locked property. Too bad for him.

All the media in this area apparently are in bed with the Ohio County Commission. WKKX should be renamed SimsRadio, Inc. I don't think I've ever heard a negative comment about Sims, Bentz,etal, on that station.

So let me get this straight. When the theme park opens, Steve will continue... dancing on the hearth at his grandparents' house? So will the theme park be built inside his grandparents' house? Or will the house be torn down with only the hearth left standing to provide a stage for Steve to continue dancing?

I just don’t understand why the state and local government is “drinking Steve’s Kool-Aid.” Plus, why hasn’t one of the local news media outlets (TV, Radio, Newspapers) spent an ounce of time to question the shady history this guy has. Do the facts that he has been unable to raise any money for any of the projects raise any red flags?

Also another consideration to think about...go look up Port Nebreska Wild Escape, and notice that the pictures are all drawings....clip art is the proof of Steve Minards credibility!!!!!

I really don't care how this Steve Minard used to dance like an entertainer on his grandma's hearth as a child- proof that he's only an entertainer trying to get his money's worth. All I care about is that he gets as far away from Wheeling as possible- maybe to nebreska and Iowa to finish his projects he has yet to finish after so many years. I looked him up on the internet and his story is the same in every gullible state that wants to buy his fictious "Wild Escape Park." Also, I do not know what he is talking about how he was part of building Navy Pier. First off, navy pier was built in the early 20th century, and when it was renovated in the nineties, his name is not mentioned. So all I am left to do is ask Wheeling council, or commisioner- or whoever is in charge of this horrible idea- why are we believing a guy with not an ounce of credibility. This Steve Minard is going to sully the good name of The Highlands, that people have worked so hard to build. Build Outlets!

I try not to be negative about local development, but I think the only amusement ride we'll ever see at The Highlands is the westbound entrance ramp to I-70. Trying to merge with traffing at 75 miles per hour is free, wild, and terrifing, especially when Grandma Moses in front of you rides her breaks while you're accelerating for the merge.

I hope the News-Register contacts the Belle Island developers to see if that project is actually Mr. Minard's. Mr. Minard also claimed on 1370am this morning that he had a done deal with Legacy Hotels for a resort when the park is built. They are a Toronto company that operates 24 luxurious resorts in North America. Since he claimed the agreement on the radio, I'm sure that the company would acknowledge the deal.

I 100% agree with all the above statements. I think Wheeling is doing a fantastic job with the Highlands (good resturants, movie theaters, department stores etc) and even thinking about giving one ounce of money/energy/time to this guy and his park (absolutely no credible info at all on him or his other parks)would not be a wise decision. I have been looking up the info on Minard/WETP ever since the newspaper first reported it 2-3 years ago, again -still nothing!!. Wheeling, do your homework, get this guy and park out of here and start concentrating on getting good companies up there with legit credentials.

Oh my gosh, I've tried to find one credibble thing about this guy, and in the search all I've come up with is that he has a lot of places that he "promises" there is going to be an amusement park built. He has yet to build anything! Also, he was supposed to be able to prove where all of the money was for another multi-million dollar project, and he asked for a 60 day extension on that! This guy looks like he might do to our highlands what the guy who did the Wheeling Tunnel...Shaft us in this area and move on.I think he is playing some kind of game. There are many irons in the fire, but he has not had one project complete for any kind of proof. I hope I am wrong but the commisioners have to be careful who they let come in and mess with our beautiful new "Highlands"

Why doesn't someone go DOWN to Pigeon Forge and actually see if these statements are true or not? Or heck, make some phone calls! Someone mentioned that Cabela's recommended this guy - CALL THE UP AND ASK THEM! The Commissioners have done such an awesome job so far with the Highlands, but this may turn out to be a big ole' goose egg that turns the tide and makes them look like sitting ducks. PLAY IT SAFE and ditch this lunatic. let him go elsewhere with him grand plan.

Wouldn’t you think that with Steve’s success with AMS and Endeavor that generates MILLIONS of dollars; with enough left over to build amusement parks, the most respected business directory and database in the US and maybe the world, Dun and Bradstreet would have some information on him? Searching the Hoovers web site returns zilch, zero, nada, nothing, on Steve Minard or any of his ultra successful ventures. Wake up MEDIA… do some research before you give this guy any more free press. And, why is it that Steve or his so called companies do not belong to the International Association of Amusement Parks and Attractions organization. Being a member of IAAPA is a staple in the entertainment industry.

Maybe the area should be more concerned about bring in industry that pays more than minimum wage jobs. Do some research on Wild Escape and similar projects with Steve Minard. It ain't happening. He has been unable to prove he has the money for the project to Omaha to be eligible for TIF.

I hope someone informs him that the owner of Belle Island at Pigeon Forge is Institutional Realty Resources, Inc. (James L. Dickert, President) and the developer is Southern Venue Development, LLC (Glen B. Bilbo, President). Neither AMS nor Endeavor are mentioned in the Belle Island Principals, Development & Operational Team. Nice try though.

Over the years we citizens have been made aware of way too many deceits, illegal proceedings and corruption in both our state and national governments. Time will tell if our Ohio Valley Commissioners and Mr. Mineer are telling the whole truth. I have no way of knowing, but I believe time favors we citizens. And thanks to modern technology, like the internet, our voices will be heard.
