Kiggans Sneaks Drugs Into Jail

Martin Kiggans told Ohio County Circuit Judge Arthur Recht he was "loopy" during a court appearance Thursday - a result of taking Oxycontin he claimed he smuggled into the Northern Regional Jail.

Kiggans, 44, of Cambridge, Ohio, waived his right to extradition Thursday and told Recht he was ready to return to Ohio. He is wanted in Ohio on a charge of aggravated armed robbery.

A criminal complaint alleges that on Sept. 19 Kiggans pulled out a pistol at the Kmart pharmacy in the Ohio Valley Mall near St. Clairsville and stole five bottles of Oxycontin.

At Thursday's hearing, Recht was going through the legal process to determine if Kiggans was of sound mind and aware of what was going on in the courtroom.

"Yes, I know what is going on," Kiggans said. "It really doesn't matter because I have lung cancer and only have six months to a year to live."

The judge asked. "Have you taken any medications that would make you loopy?"

"Yes, I am loopy. I took Oxycontin three days and 11 hours ago," Kiggans responded.

"Where did you get it?" Recht asked.

"I am not going to lie to you," Kiggans replied. "I took it into the jail with me."

Northern Regional Jail officials declined to comment on the matter Thursday, referring questions to the West Virginia Regional Jail & Correctional Facility Authority in Charleston.

Assistant public defender Stacy DeLong assured Recht she had talked with Kiggans and was confident he was aware of his surroundings and knew what was happening.

Recht ordered that Kiggans should be picked up by Belmont County authorities within 24 hours.

In another extradition hearing, Circuit Judge James Mazzone ordered that William Reed, 33, of 818 Walnut St., Martins Ferry be returned to Belmont County to answer charges of theft and felonious assault.
