Parents Face Abuse Charges
By ANNIE DIMMICKA lacerated liver was among several serious injuries a Moundsville infant suffered allegedly at the hands of her parents, according to police.
Moundsville police Detective Shawn Allman said the child's father, a 17-year-old juvenile, is accused of squeezing the crying 7-month-old out of frustration and pulling on her leg to free her from her bassinet on Sept. 30, resulting in the liver laceration, along with a femur fracture and two fractured ribs. Allman said the mother, Whitney M. Conner, knew about the alleged abuse, but failed to tell authorities.
Conner, 20, faces two felony counts of child abuse creating the risk of injury, while juvenile court charges have been filed against the father.
Allman said he was contacted by a West Virginia Department of Health and Human Resources employee earlier this month about the child. He said the parents initially claimed the girl had been run over by a 2-year-old on a tricycle, but, after doctors claimed that story was not consistent with the injuries and after he failed a polygraph test, the father confessed.
Allman said the father reported that he squeezed the baby tightly out of aggravation because she had been crying, and, heard a "pop." The father told Allman the baby then went back to sleep, although he did tell Conner what happened. Further, the father told Allman that, later that day, he noticed the baby's leg was stuck in her bassinet, and, as he tried to remove it, got frustrated and heard another "pop" when he pulled on the leg. Allman said, again, the father claimed he told Conner what happened, but Conner didn't take the baby to a doctor until the next day.
"She didn't tell the doctor what happened," Allman said, noting that instead of telling the doctor what she knew, she gave the doctor the tricycle story.
Allman also said in the complaint that Conner failed a polygraph as well, telling police she was afraid to tell the truth because she would get in trouble.
The child has been released from Children's Hospital in Pittsburgh and had been placed in protective custody, Allman said.
"The last I checked she was doing fine," Allman said.
Conner was arrested Friday and released on $2,500 bond. A preliminary hearing is scheduled for 2 p.m. Nov. 6 in Marshall County Magistrate Court.
