Charges Eyed In Deadly Accident

Crash killed 19-year-old

MOUNDSVILLE - Criminal charges may be filed in the crash that claimed the life of 19-year-old Arthur Woods of Fork Ridge on Sunday.

According to Marshall County Chief Deputy Sheriff Kevin Cecil, Woods was pronounced dead at the scene of the accident on U.S. 250 just south of Moundsville just after 2 p.m. Sunday.

Cecil said Woods was the passenger in a 1999 Dodge Neon driven by David Schwing, 19, of Marshall County. Schwing attempted to pass another vehicle in a no-passing zone, Cecil said, and lost control of the Neon because of its high rate of speed. As the Neon crested a hill, it came face-to-face with a van being driven by Penny Rouse, no age given, also of Marshall County.

Cecil said the passenger side of the Neon where Woods was sitting struck the van. Woods died at the scene of the accident and was later pronounced dead at Reynolds Memorial Hospital in Glen Dale. Schwing and Rouse were transported to Wheeling Hospital, though Cecil was unsure of the severity of their injuries.

Rouse and the driver of the vehicle Schwing was attempting to pass provided statements to deputies, Cecil said.

He added it did not take long for investigators to reconstruct the accident and determine what happened.

"There were roadway marks that indicated a sideways slide," he said. "The Neon also hit a guardrail on the opposite side, so it was pretty obvious the vehicle was out of control."

Though he was not charged Sunday, Schwing could face charges for his involvement in the accident, Cecil said. Cecil noted investigating officers were meeting with officials from the Marshall County Prosecutor's Office on Monday to determine potential charges.
