Sam Parker III is in custody facing prison time after he allegedly slammed a woman's head on a residence's steps.
Wheeling police responded to a domestic dispute in progress at the intersection of 14th and Jacob streets just after 10 p.m. Thursday.
Upon arrival to the scene, officers said they witnessed Parker, 57, of Wheeling, screaming at Julie Musgrave near 93 14th St. Parker was ultimately detained after initially ignoring commands and walking away from officers.
Musgrave alleged Parker kicked her in the stomach before grabbing her head and slamming it on the steps on a nearby residence. Officers reportedly witnessed Musgrave bleeding heavily from the head. Police also spoke with another female at the scene who claimed she witnessed the incident.
Wheeling Fire Department personnel treated Musgrave at the scene before transporting her to Wheeling Hospital.
Ohio County Magistrate Patricia Murphy arraigned Parker Friday on a charge of malicious wounding. Following his arraignment, he was transported to the Northern Regional Jail in Moundsville, where he remains in lieu of $25,000 cash-only bond.
At the time of his arrest, Parker was free on bond from an October domestic battery charge in which Musgrave was the alleged victim. As a condition of that bond, Parker was prohibited from having contact with Musgrave.
