With many of the last U.S. troops to leave Iraq not yet back in the United States, terrorists launched a wave of bombing attacks Thursday. In more than a dozen blasts, at least 69 people were killed.
Obviously, Iraq has not been pacified, as President Obama would have us believe.
But as we have pointed out, many Americans remain in harm's way there. About 16,000 diplomats, contractors and security personnel remain in Iraq. At some point, anti-American terrorists probably will target them.
That makes it vital for Obama to have a strategy and tactics in place to deal with such assaults - and with the question of whether U.S. civilians and private military personnel should remain in Iraq. If such a plan is not in place, it should be prepared immediately.
