According to Wheeling police, Matthew Bippus, 29, of Dunbar, W.Va., was on his way to purchase a larger amount of heroin when they caught him with the drug Thursday.
Deputy Police Chief Martin Kimball said Dunbar police notified his department that Bippus would be in the Wheeling area Thursday. They said he was stopping to pick up a friend who would travel with him to Pittsburgh to purchase a large quantity of heroin.
Officers located the vehicle Bippus was traveling in on Romney Road, and after discovering he did not have a driver's license, called the canine unit to the scene.
After a drug dog searched the vehicle, officers recovered 17 small bags of heroin, syringes, needles, cash and three cell phones.
Ohio County Magistrate Joe Roxby arraigned Bippus on a charge of possession with intent to deliver a schedule I controlled substance. As of late Friday, he remained lodged in the Northern Regional Jail in Moundsville in lieu of $10,000 bond.
