As the Ohio County Development Authority makes plans to spruce up The Highlands with new landscaping, a few new buildings at the site are nearing completion.
During a recent OCDA meeting, Administrator Greg Stewart said workers already did some replanting around the Target and J.C. Penney stores. The Power Center area also is expected to be shaped up with new landscaping.
''We want to do some things along the roadways to get those cleaned up and dressed up,'' Stewart said.

There are also plans for brand new landscaping around the large water fountain located in front of Marquee Cinemas.
''We're also cleaning up the end of Cabela Drive. ... We're starting to push back some of the dirt and rocks we've piled there over the years. We hope to get that extension graded off and possibly paved before the end of summer,'' he said.
Meanwhile, Stewart anticipated construction of the new Silgan Plastics warehouse would be complete this week and then turned over to the company. It is located at the rear of the site near Cabela's Distribution Center.
''We should probably think about a date for an official ribbon-cutting,'' he added.
Stewart also expected the Technology Services Group office space, located on first floor of the West Liberty University Highlands Center, to be finished this week. Visitors to the site may have also noticed that work still is under way on a new Logan's restaurant situated near the entrance road to Wal-Mart, in addition to a Microtel Inn & Suites, located behind Cold Stone Creamery. Microtel last week held a two-day job fair to seek workers for the new hotel.
