WEST LIBERTY - Although production stopped several years ago, Consol Energy is seeking to renew its West Virginia Department of Environmental Protection permit for the Windsor Coal Co. mine.
"There is some discharge coming off in some areas. But this is really just a formality," said Jeanie Funk, Environmental Resource Specialist with the DEP, regarding the permit renewal.
A legal ad published in the Friday edition of The Intelligencer specified a surface mining permit for about 260 acres in the West Liberty area, crossing the border between Ohio and Brooke counties. Funk said the permit is in the name of Windsor, but the applicant is listed with the address of 1000 Consol Energy Drive, Canonsburg, PA.
"Windsor is still listed on the permit," said Funk, noting the original permit was issued in 1981. "Every five years, the company must renew the permit - that is all this is."
The Alliance Coal Tunnel Ridge Mine is operating in Ohio County, while portions of the Consol Shoemaker Mine also branch out into the southern portion of the county.
At the Windsor mine, Funk said the most that Consol is doing at the site is reclamation, but even this requires permit renewal.
"We monitor the site, while they also monitor it. There are some drainage issues because there is some discharge coming off in certain areas. We believe they are working to address that," Funk added.

According to American Electric Power, Consol acquired the mine from AEP in 2001. Consol information states the company permanently closed the mine the following year.
