The Ohio County Development Authority approved a lease agreement with Circulatory Centers of West Virginia during Tuesday's meeting.
The company will occupy 1,924 square feet of space on the first floor of the West Liberty University Highlands Center building. The company treats medical issues such as vericose veins, spider veins and more. OCDA member and county Commissioner Randy Wharton said the company aims to open May 2.
Meanwhile, the authority also approved allowing Secretary/Treasurer Greg Stewart, who also serves as the county administrator, to negotiate a land sales contract with a restaurant chain looking to purchase land between WesBanco and Cheddar's restaurant. Wharton said he could not disclose the eatery's name until they also signed the deal.
Authority members also approved allowing Stewart to negotiate refinancing existing loans used to develop several lots now occupied by various restaurants at the site. He said by doing so, the authority will save money by taking advantage of lower rates.
During the county commission meeting following OCDA, Commissioner Tim McCormick noted the refinancing will allow the authority to pay back money owed to the commission. His comments were in response to concerns expressed by Wheeling resident Patty Levenson about county and authority finances. After the meeting, Stewart estimated between $700,000 and $800,000 will be given back to the commission thanks to the refinancing.
"That debt will be gone by June 30 or before," Wharton said.
The Ohio County Commission is scheduled to meet at 6 p.m. May 7 in Room 215 of the City-County Building, 1500 Chapline St., Wheeling.
Meanwhile, the commission approved levy rates for fiscal 2014: Class II residential 23.14 cents per $100 assessed; commission's operating levy, 11.57 cents; Class 3 non-residential property outside the city, 46.28 cents; Class 4 non-residential property within the city, 46.28 cents. McCormick noted the rates have remained unchanged for 17 years and are the fifth lowest in the state.
Commissioners also approved hiring West Virginia Interactive to process credit card payments for the sheriff's tax office. The credit processing company will charge taxpayers a 2.2 percent fee on their tax bill in addition to a $1 fixed fee for using their credit card to pay their bill.
They also approved the following: $8,850 in airport terminal museum improvement project pay requests from various vendors; a $30,400 pass-through grant application for the YWCA Emergency Solutions program and $17,416 for the Greater Wheeling Coalition for the Homeless; the Northern Panhandle Home Consortium first-time homebuyer resolution; $4,800 in West Virginia Prosecuting Attorneys Institute annual dues; and a proclamation declaring April at Fair Housing Month.
They also approved hotel-motel tax budget requests: $5,000 for Veterans Day 10K Walk; $2,500 for the Wheeling Symphony Orchestra July 4 celebration; and $1,450 for Association of West Virginia's annual training at Oglebay.
