Investigate Delay In Reporting Leak

Nearly 1,000 pounds of nitric acid leaked from a plant in Institute, W.Va., on Tuesday - but, according to a published report, the company did not notify emergency officials until two hours later.

In fact, the first notification received by Kanawha County emergency agencies came from a plant beside the affected Catalyst Refiners facility, also according to a published report.

State officials should look into the incident. If the reports are accurate, Catalyst Refiners should be punished for its lapse. Such a delay in reporting a potential threat to the public is unacceptable.
