COLUMBUS, Ohio (AP) - Ohioans who rent apartments and condominiums pay markups for utilities between 5 percent and 40 percent when their landlords sign contracts with some third-party companies that make big profits from reselling electricity and water, a Columbus Dispatch investigation has found.
