Two Barnesville Men Face Sex Charges Involving Mentally-Challenged Woman

A former Barnesville police officer and current Barnesville VFW Post Commander is one of two men accused of raping a mentally challenged woman, Belmont County officials confirmed Friday.

Gary Stephen is charged with one count of rape for the assault, which reportedly occurred in late November.

Also charged in the crime is Barnesville resident Robert Smith, 80, a companion of Stephens, who is charged with two counts of gross sexual imposition.

Stephen is a former Barnesville police officer who lost his job in 1995 following his conviction of gross sexual imposition, and served jail time for the crime, according to Chief Norris with the Barnesville Police Department.

Stephen was arraigned Thursday. Smith's arraignment has not yet been set.
