Wheeling police arrested Ronald Moore on Thursday for allegedly huffing spray paint in his Luau Manor apartment on Chapline Street.
Wheeling Police Sgt. Michael Roxby said officers responded to an 11:19 a.m. call from the building manager, who said she had received several complaints from tenants about a paint odor emitting from Moore's third floor apartment.
Roxby said Moore, 52, opened the door when police knocked and they saw that he had metallic silver paint on his face, hands and clothing.
"He was unsteady on his feet and had slurred speech," Roxby said. "We noticed silver paint on the floor and during a manager's check of the apartment, she found a can of silver spray paint in the kitchen sink."
After charging Moore with inhaling intoxicants, police took Moore to headquarters for processing.
"We attempted to have him arraigned, but Magistrate (Harry) Radcliffe said he was too intoxicated proceed," Roxby said. "We took him to jail."
Moore is free on $1,000 personal recognizance bond after being arraigned by Radcliffe on Friday.
