If you smelled a rat after hearing of a federal government plan to reduce funding for black lung clinics operated by states, you probably are not alone.
As we reported last week, the U.S. Department of Health and Human Services has placed a $900,000 cap on annual grants to states that operate black lung clinics.
The move affects just one state: West Virginia. It will slash about $500,000 a year from funding for black lung clinics in the state.
In the past, no other state has received more than $900,000, so the DHHS action seems targeted at West Virginia.
President Barack Obama frequently decries discrimination in government programs. Apparently, it doesn't matter if the victims are West Virginia black lung sufferers.
