MOUNDSVILLE - The Marshall County Assessor's Office expects a state mandate requiring property values be assessed at a minimum of 90 percent of recent sales in a neighborhood could cause an increase in property values in the county.
Marshall County Assessor Chris Kessler said inspections of over 7,500 residential and commercial properties in Marshall County are already underway in several districts and will be completed by Nov. 1.
Kessler said the mandate was the primary cause for the increases in residential assessments implemented for the 2014 tax year. Because the real estate market can be volatile, he said sale prices are tracked on a monthly basis and a detailed analysis of land values will be conducted for sale price trends that have occurred this year.

"We certainly were not immune several years ago to national trends such as the housing bubble, the subprime mortgage loan mess, the increased number of foreclosures and the fact that now the real estate market is rebounding nationally," Kessler said. "But Marshall County also is in a unique position currently because of the substantial economic growth related to the Marcellus and Utica gas industries. We continue to follow these forces as they influence sale prices in Marshall County."
Properties to be inspected in the coming months include residential buildings in the Sand Hill, Webster, Franklin, Meade, Liberty and Clay districts and commercial and exempt properties in the same districts as well as in McMechen, Glen Dale and Wheeling Sand Hill.
Kessler said deputies will be visiting properties to confirm ownership, document the interior and exterior characteristics of the property and evaluate the tax class status to verify owner-occupied homes or rental property.
New additions and renovations and any structures that have been removed will be noted during the inspection. Commercial properties will be evaluated for new construction, building characteristics and overall condition of the property. Routine maintenance such as painting, landscaping, roof of siding repairs will not cause changes in value, although general improvements to a neighborhood or residential development can increase property values.
Any changes documented during the inspections will be placed in the property books for the 2015 tax year. Door hangers and brochures will be left at homes in which deputies are unable to find anyone home. Residents are asked to call the Assessor's Office to discuss the requested information by phone.
