Wheeling Man Is Charged After Alleged Bar Attack

WHEELING — A man faces felony charges after allegedly attacking a woman at a bar and being charged with his third offense of domestic battery.

On Nov. 13, Wheeling police responded to the Third Alarm Bar regarding a then-unknown incident. At the scene, a woman approached police demanding that action be taken. The woman said Percy Sinclair, 38, of Wheeling, had attacked her while she was minding her own business.

The woman said Sinclair had come up behind her, grabbed her hair, and hit her in the face, dragging her by her hair down to the ground and then down some steps. She said she was able to escape, after which Sinclair fled the bar. She said she and Sinclair were known to one another. Police note that the woman had a large knot above her eye.

Surveillance footage from inside the bar allegedly show the woman being attacked and dragged by her hair by Sinclair. The woman answered a series of questions from the Dangerousness-Lethality Assessment Guide, returning a ‘yes’ on 10 out of 16 questions. She was advised to obtain a protective order.

Sinclair was arrested and charged with third offense domestic battery, a felony. He had previously been convicted of domestic battery in 2007 and again in 2010. He posted bond from the Northern Regional Jail.
