Wheeling has extra cops and extra cars, lend em out to our nearby Steubenville. I see 2 or three everyday just between perkins and washington ave. I know they gotta be raking in speeders as I see them pulled over all the time.

1) Borrow manpower from DEA, FBI, state and other forces (not Jefferson County, though. Too many people on the payroll, if you know what I mean.)

2) Round up all drug dealers and ********ers in targeted city wide raids.

3) Put the scum onto a rickety old boat.

4) Remote sail that boat to 500 miles from the nearest land.

5) Sink the boat.

6) Problem solved!
