Seems like Commissioner Coffland is only one that has clear vision to future. Construction of access road to aid future development of the property has a far greater impact on county than paving roads to fulfill campaign promises. Development will generate additional property taxes, sales taxes, and jobs. Paved roads will produce votes and a driving surface that will need repaired in 2 years. The Highlands will take all the businesses that Belmont county is not prepared for commitment.
