Does the words Convict and life sentence mean anything here.. You get a life sentence your no longer a convict, your buried..

You couldn't have come up with a worse idea if you tried. The US already incarcerates a higher percentage of its population than any other civilized country. By creating a financial incentive for locking people up, you inject a profit motive into the justice system. Further, the contract being considered would move inmates from the Regional Jails to out-of-state facilities. The West Virginia Constitution, at Article III, Section 5, says "No person shall be transported out of, or forced to leave the state for any offence committed within the same..." It's rather shocking to see that the Intelligencer would violate the constitutional rights of West Virginians so that a corporation could turn a profit from caging our citizens.
