Accused Sex Offender Among 17 Indicted by Marshall County Grand Jury

A grand jury returned indictments against 17 people in Marshall County, including one man who faces more than a dozen counts of sexual abuse offenses against a child.

Daniel Todd Williams, 52, of Seventh Street, Moundsville, was indicted Tuesday on 16 separate charges: six counts of sexual abuse by a custodian, two counts of first-degree sexual abuse, one of first-degree sexual assault, three of second-degree sexual assault, three of third-degree sexual assault, and one count of soliciting a minor via computer.

These charges span a period of more than eight years. In April 2019, a girl, then age 16, reached out to her high school resource officer to say that Williams had been molesting her since she was 5, and said he had first assaulted her when she was 10.

During a subsequent interview, the girl allegedly told investigators of numerous, specific instances that Williams had abused her over several years, including one time where he allegedly told her he needed to abuse her before she was allowed to date. The girl's mother was usually absent from the house during most of these occasions, and continued until she said she could no longer take the abuse and alerted her mother. Police reports indicate that she has been receiving therapy.

Williams was subsequently contacted by the Marshall County Sheriff's Office and interviewed. While Williams denied the allegations of sexual abuse, he allegedly requested nude photographs of her. A voice stress analysis test administered during the interview allegedly showed signs of deception on his part.

Williams was previously indicted during an earlier term of court, but Prosecutor Joe Canestraro said jurors had been improperly instructed as to the law during his indictment. To remedy this, Canestraro filed a superseding indictment to re-introduce the charges against him.

Also indicted Tuesday were:

– Heather Beresford, 44; two counts of entry of a building other than a dwelling, conspiracy to commit the same, misdemeanor petit larceny.

– Casie Betterman, 49; embezzlement.

– Ronnie Lee Burkey, 42; fleeing from an officer with reckless indifference and third or subsequent DUI.

– Rachael Cunningham, 32; entry of a building other than a dwelling, conspiracy to commit the same, petit larceny.

– John Eckhard, 29; burglary and grand larceny.

– Paul Joseph Fordyce, 41; delivery of a controlled substance.

– Monica Danielle Goddard, 42; third offense shoplifting.

– Chrystal Guimont, 44; child neglect resulting in serious bodily injury.

– Kady Lynn Keener, 35; possession of a controlled substance with intent to deliver, heroin, and possession with intent to deliver, Fentanyl.

– Robert William Kupfer, 40; receiving or transferring stolen property, altering or changing a manufacturer's serial number, motor or engine number.

– William David Lohr, 47; burglary and grand larceny.

– Steven Wayne Tubby, 40; four counts of wanton endangerment involving a firearm, one of malicious assault.

– Mark Tucker, 30; malicious assault.

– James Adam Vipperman, 33; fleeing from an officer in a vehicle with reckless indifference, driving while revoked while under the influence, and possession of a controlled substance.

– Glenn Walter Voyles, 37; entry of a building other than a dwelling, fleeing from an officer with reckless indifference, and misdemeanor petit larceny.

– Preston D. Wedekamm, 23; malicious assault.
