Ohio County Airport Project Comes In Below Budget

WHEELING -- The secondary runway at the Wheeling-Ohio County Airport is about to get more than $1 million in upgrades, and bidders combined their efforts to propose a price almost 13% below expectations.

The Federal Aviation Administration is picking up all costs to repair cracks in the runway and do a seal coat, explained County Administrator Randy Russell. No local match will be necessary, as the FAA will use funds from the American Rescue to cover Ohio County's share.

The work comes with a price tag of $1,270,957, and will be done in partnership by Cast and Baker of Wheeling, Russell Standard of Pittsburgh and Mid-Atlantic Maintenance of St. Clairsville.

"Somehow they all got together and decided it would be better if they just submitted one bid," Russell told commissioners Tuesday night. "I guess they are all good at one specific part of the project."

Commissioners also awarded requests for hotel-motel tax revenue allocations to the following events and organizations: Wheeling Post 1 State Baseball Championship, $7,500; Ohio County 4-H Camps, $4,532; Wheeling Heritage Blues Fest, $2,500; Wheeling Symphony July 4th Concert, $2,500; Augie's 5K Run and Walk; $500; Little Patriots football and cheering teams, $500; and the Walk to End Alzheimers, $500.

Commissioners unanimously re-appointed three members to the Ohio County Development Authority to three-year terms that expire in July 2021. Reappointed were Commission President Randy Wharton, who also serves as president of the OCDA; Raymond Helbling representing Triadelphia, and Wheeling Mayor Glenn Elliott.

Dr. Matthew Wood was reappointed to the Wheeling-Ohio County Health Board, while Michelle Olejasz and Bengy Swanson were appointed to the Northern Panhandle Workforce Development Board.

Rich Harold and Mark Griffith were approved for the Ohio County Fire Board.

Prior to Tuesday's commission meeting, the OCDA members met by phone with commissioners presiding over the call in the commission chambers.
