STEUBENVILLE -- Steubenville City Police have made their first arrest in connection with gunfire inside Club 106 on July 5 that wounded four people.
Rolland K. Owens, 223 N. Ninth St., Steubenville, was booked into the Jefferson County Jail Monday night on pending felony charges.
On Tuesday, Prosecutor Steve Lamatrice filed a felony charge of weapon under disability against Owens, 32.
Police Chief Bill McCafferty declined to elaborate because the investigation into the Club 106 shootings is far from over.
"We are continuing to investigate," he said. "A lot of patrons were armed."
Hours after the shooting he'd said there were a lot of guns inside the club that night and described the scene there as "utter chaos," and City Manager Jim Mavromatis said detectives had to review hours of surveillance video to piece the events of that night together because witnesses wouldn't cooperate.
At its July 5 meeting, City Council called on Law Director Costa Mastros, McCafferty and Mavromatis "to see if we can put some more energy into seeing how we can make it safer for our citizens."
They called it "a continuing nightmare" and said townspeople "are pretty much fed up with it."
In 2012, Owens was indicted in Jefferson County on charges of improperly handling a firearm in a motor vehicle and carrying a concealed weapon.
According to common pleas court records, Owens ultimately pleaded guilty to improper handling of a firearm and was sentenced to two years of community control with a lifetime weapons ban.
