City of Wheeling Seeks New Finance Director

Seth McIntyre, who has served as the city of Wheeling's finance director for several years, has accepted another position in the private sector and stepped down from the city post.
WHEELING – Officials in the city of Wheeling are looking to fill another major void in the city administration after Finance Director Seth McIntyre stepped down from the post Friday for a new career opportunity in the private sector.
Last week, Wheeling City Manager Robert Herron announced that McIntyre had turned in his letter of resignation and was set to serve his final days as director of the city’s Finance Department. McIntyre accepted a new position at Northwood Health Systems.
“I’m very sad to announce this evening – although I’m very happy for him – that Seth McIntyre has resigned as the city’s finance director,” Herron said before Wheeling City Council last Tuesday. “He’s going to another opportunity elsewhere in the city. Seth has been with us for over seven years and has done an outstanding job.”
Herron noted that during his tenure with the city, McIntyre has faced a number of unique fiscal challenges, like working through the COVID-19 pandemic and dealing with CARES (Coronavirus Aid, Relief and Economic Security) Act and ARPA (American Rescue Plan Act) funds, various bond issues, major construction projects and the implementation of new pension legislation through the state.
“He’s provided consistently sound financial advice, and he’s been a very pleasant individual to work with,” the city manager said. “He’s very well-respected amongst his employees, as well as colleagues on the senior management staff. He’s going to be sorely missed. I’ve been in this business for over 40 years, and he’s definitely the best finance director I’ve ever worked with. So I want to congratulate him and wish him the very best in his future endeavors as he moves on.”
City council members, fellow city staff members and the audience on hand during the city council meeting gave McIntyre a warm round of applause upon hearing about his pending departure.
“Thank you, Seth, for the time you’ve served – we’re certainly going to miss you,” Mayor Glenn Elliott said, noting that the process of searching for his replacement has already begun.
McIntyre said he has fond memories of his time with the city and looks forward to seeing Wheeling open a new and exciting chapter in its history.
“The last seven years with the city have been a challenging, rewarding, enriching and humbling experience, and I am deeply grateful for the opportunity to have offered some measure of service during a very exciting time for Wheeling,” McIntyre said Friday. “It has been a great pleasure to work with council, the city administration, city staff and so many others, and I look forward to seeing Wheeling continue to grow and prosper as such passionate, dedicated, engaged people lead her on into the future.”
