A few residents who live near a Shirley Terrace area home say they are concerned about the strange happenings at the house that include upsetting activities occurring at all hours of the night.
The residents expressed their concern to members of Moundsville City Council during their regular meeting on Tuesday.
The residents said the owner of the home is letting multiple people live there, and people are walking across other people's yards to reach the home at all hours of the night. They said some of the people act as if they are under the influence of drugs.
"This is beyond a public nuisance; it's pretty scary," said resident Steve Allender. "I don't trust people I don't know and I think 100% of these people are not from Moundsville."
Resident Mike Wade said he has lived in the city for 23 years and is now afraid of what he will encounter when he leaves his home.
"I stayed up one night from 11:30 p.m. to 6:30 a.m. and 12 different people with backpacks and bicycles and hoodies came and left," he said. "There are people screaming, there are people fighting, there are people taking pieces of pipe and trying to beat doors in at 3 and 4 in the morning. My house to where this is happening is less than 75 feet away.
"My wife is afraid to go out on the front porch or to take the dog out to the bathroom," he added. "I don't leave the front door without a gun on me -- I don't think that should be required to live in Moundsville."
City Manager Rick Healy said the city is aware of the situation and is working on an "alternative plan" to address the situation. The residents said the police do arrive when they call to complain about the house.
In other matters, resident Dennis Hall received a strong rebuke from some members of council after he accused the group of being "corrupt" during the meeting.
Hall believes a member of council, Judy Hunt, has missed too many meetings during the year and that the city should proceed with taking her seat away.
Hunt said she missed some meetings because she was dealing with a medical issue. She also was recently in a major car accident that involved her being taken via medical helicopter to Ruby Memorial Hospital two weeks ago.
"I've served on city council for seven years now. I've given a lot of time, effort and energy outside of council meetings," Hunt said. "I had some unfortunate medical issues that came up that I don't feel I need to explain. I recently was in a car accident. ... My back is hurting me tonight, but I made sure to attend tonight because of his comments he keeps making about me not attending the meetings.
"I am here with a heating pad on my back tonight to try to serve the best I can the citizens of this great community. For him to make a statement that this council is corrupt is really very offensive to me because of the time and the energy that I know each council person puts in to make sure the city is a better place.
"Mr. Hall, if you would take all your negative comments and time and energy you spend on trying to make the city council look bad, and do positive things for the city, and start volunteering on the Arts and Culture Commission. Where are you? That's my question."
