Jefferson County Commissioners Have $550,000 in ARPA Funds Left

By LINDA HARRIS 2 min read

Jefferson County commissioners still haven't decided how they'll allocate remaining ARPA funds.

After Thursday's business meeting, commissioners sat down with Auditor E.J. Conn and Assistant Auditor Mike Warren to find out how much is actually left and kick around ideas for putting it to public use. Commissioners say there's about $550,000 remaining.

"We just wanted an idea of (how much was left) and we're going to think about some things and where we want to spend it, how we want to approach this before ARPA deadline," Commissioner Eric Timmons said afterward.

Commissioners also mourned the passing of World War II U.S. Army veteran Robert C. Moran, a Steubenville native who was part of the Allied invasion of Normandy in 1944. Moran, who served with Battery A, 15th Field Artillery Battalion, 2nd Infantry Division, was born in Steubenville in 1924.

He landed in Normandy the day after D-Day.

Commissioners also applauded a long-delayed decision to award Civil War veterans Philip G. Shadrach of Jefferson County and George D. Wilson of Belmont County the Medal of Honor for conspicuous gallantry.

The two were among a group of volunteers, many from the Ohio Valley, who went deep into Confederate territory in 1862 and stole a locomotive, burning bridges and pulling telegraph lines down as they drove it north toward Chattanooga. The medals were presented to descendants of the men Wednesday at the White House.
