Demolition, Paving Projects To Start In Moundsville This Summer

Moundsville City Manager Rick Healy gave demolition and paving updates during an early May council meeting and informed council members of the Elm Avenue Bridge replacement that will begin after the Parrs Camp Bridge replacement.

Healy said the four demolition grants awarded to the city "over the last few years" had "taken some time to get rolling." He reported that the city was now beginning the demolitions, noting that many would occur simultaneously.

Four RAISE grant demolition projects under contract with Edgeco will begin immediately in the city. These demolitions will occur at 911 7th Street, 803 2nd Street, 110 Baker Avenue and 114 Baker Avenue.

Four DLAP Grant demolitions are under contract with Raze, with two demolitions on 115 8th Street and 201 Parriott Avenue completed. Two demolitions at 1010 Sixth Street and 215 Parriott Avenue are held up by an injunction filed by Sophia Taylor, with a hearing scheduled for May 20.

Six DLAP Grant demolitions are in the bidding process after completing asbestos testing. These projects are located at 328 Sycamore Avenue, 126 Sycamore Avenue, 80 Compton Avenue, 329 Rear Thorn Avenue, 1811 Second Street and 273 Jefferson Avenue. The latter two projects are held up by an injunction filed by Sophia Taylor, with a hearing scheduled for May 20.

A Community Development Block Grant will fund a demolition on 1315 Diamond Street, which is awaiting asbestos testing.

Two city-paid demolitions will occur on 37 Walnut Avenue and 106 Tomlinson Avenue. Healy said the Walnut Avenue demolition was due to a house damaged in a fire, and the Tomlinson Avenue demolition was to remove a dilapidated property. Asbestos testing for these projects will take place on Wednesday, May 7.

For paving in the city, Healy reported that the 2025 Paving Program for Moundsville was fully measured, estimated and engineered. Bid packages have been developed, with the bid opening on Thursday, May 22.

Streets to be completed based on bids and funding include: 2nd Street from Tomlinson Avenue to Grant Avenue (Rotation Street), Dorsey Street, Kanawha Street from Poplar Avenue to Kentucky Avenue, Potomac Street from Poplar Avenue to Sycamore Avenue, Garfield Avenue from 9th Street to Ruby Street, 1st Street from Tomlinson Avenue West to Dead End (Court), VFD Drive from Ash Avenue to Fostoria Avenue, N. Highland Avenue from Oak Avenue to Mulberry Avenue, McKinley Avenue from Ruby Street to 12th Street and Valley Fork Drive from 12th Street to the Walking Trail (cost to be split with Recreation).

The following streets are being engineered and will be ready to be completed with underbid funds or in next year's program: Filbert Avenue from 7th Street to Dead End, Locust Avenue from the Park Street Intersection to Highland Avenue, Thompson Avenue from 13th Street to 14th Street, Shirley Terrace, Linden Avenue from Fostoria Avenue to Highland Avenue, Sycamore Avenue from 2nd Street to Potomac Avenue, Jackson Street from Poplar Avenue to Mulberry Avenue, Mulberry Avenue from Center Street to 2nd Street, Leatherwood Drive from Cherokee Drive to end of street, Locust Avenue from the Park Street intersection to Highland Avenue and Thompson Avenue from 13th Street to 14th Street.

The following concrete streets will be bid later in the year, pending completion of the Extension Bridge Project: 5th Street from Tomlinson Avenue to Lafayette Avenue and 4th Street from Grant Avenue to Baker Avenue.

The Street Department will complete the following concrete streets as time permits: Baker Avenue from 5th Street to 8th Street and Olive Avenue from 1st Street to Jackson Street.

Another improvement project on the horizon is the Elm Avenue Bridge replacement. Healy said the West Virginia Department of Highways project would likely be put out to bid in June or July and would be completely funded by the Infrastructure Investment and Jobs Act.

The Elm Avenue project will follow on the heels of the completion of the Parrs Camp Bridge replacement project, which Healy said was "a little bit ahead of schedule" with an anticipated completion in June.
