Moundsville Police Department Makes Several Felony Arrests
Moundsville Police officers made several felony arrests Wednesday, according to police reports — a pair of alleged vehicle thefts, as well as a felony malicious wounding arrest.
The felony malicious wounding arrest came via an alleged domestic dispute, according to reports. Kimberly Dolin, 40, was arrested on one felony charge of malicious wounding, as well as a misdemeanor charge of domestic battery. She pleaded not guilty to both charges and remained in Northern Regional Jail as of Thursday afternoon on $10,000 bond.
According to the criminal complaint, Moundsville police went to the scene of an alleged domestic dispute on Ruby Street in Moundsville and found a male victim in the road complaining about head, neck and back pain. The victim accused Dolin of hitting him twice with a vehicle.
Witnesses told officers that, after a verbal dispute between Dolin and the victim, Dolin allegedly drove off, made a U-turn and came back at a high rate of speed and hit the victim. Officers looked at surveillance cameras that allegedly showed Dolin slowing down before making contact with the victim, but still hitting him twice.
When found later and taken back to Moundsville Police headquarters, Dolin allegedly told officers that she and the victim had argued multiple times that day but initially denied that she had hit the victim with the car, saying she stopped and drove around him without making contact.
Officers then told her they had video of the incident, at which time Dolin allegedly said she might not have stopped.
The vehicle theft arrests came after police received calls from two different people early Wednesday saying their cars had been stolen. One victim said he had left his truck running and went back into his house for a few minutes, but returned outside to find his truck gone. The other victim said her car was parked in front of her house overnight and her keys might have been left in her car.
While officers were investigating the theft of the car on 13th Street in Moundsville, they saw a truck matching the description of the stolen truck driving down 14th Street. The men found driving both cars were allegedly both found with the smell of alcohol on them. Both vehicles also were found with extensive damage.
Ryan Hebert, 18, and a 17-year-old boy were arrested, Hebert for allegedly stealing the car and the boy for allegedly stealing the truck. Hebert was charged with felony destruction of property and misdemeanor possession of stolen goods and DUI under 21. The boy was charged with felony possession of stolen property and destruction of property, along with misdemeanor obstructing and officer and DUI under 21.
