The city of Wheeling is once again launching its popular Food for Fines program, inviting residents to donate five non-perishable food items, cleaning supplies or personal hygiene products instead of paying the $10 fee for overtime parking violations.

Now in its ninth consecutive year, the initiative continues to support local nonprofit organizations and assist community members during the holiday season.

City council this week approved a resolution implementing the program for the 2025 holiday season. Mayor Denny Magruder said this year’s effort carries added importance as many families are still recovering from recent hardships, including the flooding that affected parts of Wheeling and Ohio County.

“Food for Fines has always reflected the holiday spirit of giving, but this year it takes on an even greater meaning,” Magruder said. “With the challenges many families have faced recently, whether from local flooding or other disruptions, this program offers a simple way for all of us to support our neighbors. Turning an unexpected parking ticket into an opportunity to help someone in need is something we can all feel good about.”

The program applies to parking citations issued between Dec. 1, 2025, and Jan. 1, 2026. Donations may be dropped off at the city’s finance department on the first floor of the City-County Building at 1500 Chapline St., where parking fines are typically paid.
