Moundsville City Manager Gives Construction Update

MOUNDSVILLE – Moundsville City Manager Rick Healy told City Council members this week that he hopes to be celebrating the opening of the new municipal building later this year with the public.

During this week’s council meeting Healy gave another update on the building’s construction.

“We’re still working on the interior. Most of the exterior work has been pushed back because of the weather,” he said. “The exterior concrete work will be pending weather, but it’s going to be warm over the next couple weeks so hopefully we will have that done.”

Another work anticipated to be conducted during the next three weeks includes computer runs and tie-ins, installation of the feed for the snowmelt, installation of lighting controls, elevator delivery and painting in the corridors, stairwells and rooms.

“A lot of the cabinetry has been installed,” he noted. “They’ll be working now on the countertops and additional cabinetry. Some flooring has been installed and they will be back this week to do the rest of that.”

He also said the fire alarm system will be wired and tested during the next three weeks.

“They will now begin to install all of the final plumbing fixtures – toilets, sinks and things like that,” Healy said. “They’re cutting into the walls for the fire extinguisher cabinets.”

The building, slated to cost $12.5 million, is still anticipated to be mostly complete by April or early May. It will contain the city offices, fire and police departments, and feature a drive-through for bill paying.

Parking for the new building will be made by the razing of the old city building.

Work on the building started in 2022, but there were some construction-related delays. Then the project’s former contractor, &build, filed for bankruptcy, stopping the project completely for a few months. Great Lakes Restoration LLC was hired as the new contractor in October 2024.
