Moundsville Safety Director Talk Job Before Council

MOUNDSVILLE – Moundsville Safety Director George Carter is charged with helping employees learn from their accidents along with providing orientation for new workers.
Carter was the featured community speaker during this week’s City Council meeting.
Carter’s job includes training new employees on the city’s employee handbook. He also conducts monthly trainings on various safety topics and with different departments. He leads the city’s safety committee. He meets with every employee involved with an accident or incident.
Carter was hired in April 2019. He holds a bachelor’s degree in biology from California State College. He is a U.S. Army veteran.
He worked at Consol Coal from 1969 until his retirement in 2006. While at Consol he worked in production, as safety supervisor and in human resources. Carter is a member of the American Legion and is an Eagle Scout.
“I’m the safety director for the city of Moundsville and I’m quite proud of that position,” Carter told council members. “I enjoy it very much and I thank you for hiring me.”
Carter noted the city’s handbook is often updated to reflect new safety measures learned from accidents or incidents.
“We also have post-accident investigations,” he said. “If you get injured we interview the employee … and try and determine what happened and we look at what could have been done to prevent that accident.”
Changes are also made to the handbook based on information gleaned from safety committee meetings. Accidents that may have occurred during that quarter are also discussed.
“Some of the changes are small; changing the word ‘will’ to ‘must’ do this,” he noted of wearing certain pieces of safety equipment, such as hard hats.
Another recent addition to the handbook relates to employees’ safety while working in the heat or cold. He noted employees are encouraged to fill out accident reports even if they believe they are not injured during an accident because sometimes an injury does not appear until hours or days later.
Mayor Randy Chamberlain presented Carter with a certificate of appreciation for being a community speaker.
“George, we thank you for the work that you do and your service to our country,” Chamberlain said.
