City Eyes Upgrades At Centre Market’s Upper Market House

WHEELING – City leaders in Wheeling are scheduled to meet tonight in council chambers to hear first readings on several new pieces of legislation, including a new ordinance for planned improvements at historic Centre Market.

Members of Wheeling City Council are scheduled to gather for their first regular meeting in April tonight beginning at 5:30 p.m.

Improvements eyed for Centre Market involve upgrades to the restroom facilities inside the Upper Market House. The new ordinance slated for a first reading during tonight’s council meeting is to authorize City Manager Robert Herron to spend $85,250 with Cattrell Company of Toronto, Ohio, for the restroom renovations. The cost of the project is to be charged to the city’s pool of federal funds through the Community Development Block Grant program.

Several contractors submitted bids for the Centre Market restroom upgrades, and Cattrell Co. was deemed the lowest and best bidder. By comparison, Macbracey Corporation bid $89,970 for the project, FMS Construction bid $98,900 for the work, Stonemile bid $99,900 and Lombardi submitted a bid in the amount of $109,800 for the job.

Another new ordinance up for a first reading tonight will be for conveyance of city owned property at 116-14th St. in East Wheeling to the Ohio Valley ADC, which will oversee the redevelopment of the property. A proposed housing project spearheaded by private developer Chad Brahler of Corner 30 LLC is planned for this site.

The city of Wheeling acquired the property after the city paid to demolish the structure that previously occupied the now vacant parcel. The lot is situated in historic East Wheeling, where several neighboring structures are old Victorian-style homes. The proposed new housing development will have to meet design review guidelines to match the neighboring structures, officials have noted.

Also on tap for tonight’s meeting, a new ordinance to spend $59,212 with Mobile Solids Solutions of Somerset, Pa., is also up for a first reading. The contract will be for dewatering at the city’s Water Pollution Control Plant, and the cost will be charged to the Water Pollution Control Division.

A $90,034 contract with A&H Equipment Company of Zelienople, Pa., for a high-definition rover system is also set to be paid through the Water Pollution Control Division’s funds. This proposed purchase is also up for a first reading tonight, as is a $106,500 expenditure with TS Elliott LLC Contracting of Wellsburg for the installation of hydraulic units and sewage lines that were damaged by the 2024 flood.

Legislation that is up for a second reading and final vote tonight includes an ordinance authorizing the city manager to spend funds in the amount of $85,050 with Metron of Boulder, Colorado, for new cellular registers for water meters. This purchase is slated to be charged to the city’s Water Department fund.
