GC&P Development to Hold Meeting on Proposed Mixed-Use Village

WHEELING -- GC&P Development will hold an informational meeting Monday for residents to learn about its proposed "mixed-use village" project on a hilltop in Woodsdale.
The meeting is set for 4-8 p.m. at Oglebay Park's Wilson Lodge, Banquet Room No. 1 and will include information on the development project as well as complimentary hors d'oeuvres and refreshments, according to the company.
GC&P Development, owned by investors Douglas Grayson and Kevin Coyne, aims to use a 100-acre piece of land along W.Va. 88 to develop commercial, residential, office and other space.
The proposed "village" would include retail shops, office space, a grocery store, a movie theater and residential areas with townhouses and assisted living.
The project requires various approvals by the Wheeling Planning Commission, first to amend Wheeling's 2014 comprehensive plan to create a special area plan to accommodate the development. That amendment will require a public hearing.
If the commission approves the amendment, it will next have to consider a zone change for the property and finally a site plan review at future meetings, Tom Connelly, assistant director of economic and community development, said previously.
The Planning Commission will hold its next meeting at 5 p.m. Oct. 21 at West Virginia Northern Community College's B&O Building Auditorium.
The proposed commercial and residential area would span 50 to 55 acres on the hilltop, with a 4-acre area below that would serve as an entrance from W.Va. 88, according to GC&P. It would include 77,300 square feet of commercial space, with 88 residential lots.
The company also plans to make W.Va. 88 near the site more accessible with an "Oglebay Corridor Improvement Project" that would improve road design and add sidewalks that would connect to the Woodsdale neighborhood.
