Ohio County School Building Expansion Plans To Be Discussed

WHEELING -- Proposed expansion projects for Steenrod Elementary School and Triadelphia Middle School are among items being considered for recommendation today by the Wheeling Planning Commission.

In light of the ongoing COVID-19 pandemic and Gov. Jim Justice's orders restricting public gatherings, the planning commission's upcoming meeting again will be held virtually and not in City Council Chambers, where they typically take place.

The Wheeling Planning Commission meeting is scheduled to begin at 5 p.m. today. The online Zoom meeting will be live streamed via Facebook on the city's official Wheeling WV City Government page.

On tonight's agenda are site plan reviews for three different developments, including those for major improvement projects on two Ohio County Schools' buildings.

One site plan review is for the construction of an addition onto Steenrod Elementary School at 100 Clarks Lane. The project consists of interior renovations and construction of a new cafeteria building, plus the addition of new parking spaces, a new loading dock driveway and re-striping of the existing parking lot.

Another school improvement is planned for Triadelphia Middle School at 1636 National Road. This project is for the construction of a multi-story addition on the back of the school's west end. The total addition onto the existing building will increase space by 14,124 square feet. The purpose of this addition is to provide additional classroom space, lab space, dining space and accessory uses such as prep areas, storage areas and restrooms.

The planning commission will also hold a site plan review for a proposed expansion of Northwood Health System's Behavioral Health Center at 111 19th St. The plan includes proposed construction of a two-story, 14,400-square-foot addition onto the existing building, plus construction of additional parking.

Also on the meeting agenda is unfinished business pertaining to a special area plan and comprehensive plan amendment proposed by GC&P Development LLC, which plans to move forward with a new mixed use development on a 50-plus acres site on the hilltop above Woodsdale.

Information on a traffic study and geotechnical report is expected to be presented, and planning commission members are expected to discuss how to accommodate a large number of people at a public hearing on the matter while still complying with social distancing guidelines. The public hearing, originally slated for Monday, last month was rescheduled for June 8 at a location to be determined.

Tom Connelly, the city of Wheeling's assistant director of Economic and Community Development, said the public will still have the opportunity to observe the proceedings. He noted, however, that none of the agenda items have a public hearing component.
