WHEELING — Rosemary Ketchum will join Wheeling City Council next month after she topped three challengers to capture the Third Ward seat.

According to unofficial totals, Ketchum had 287 votes, topping Peggy Niebergall’s 272. Jeronme Henry came in third with 137 votes while Erik Marple had 35.
