WHEELING -- Funding for roof repairs to the historic Centre Market building and a major wastewater project for Warwood are among actions set to move forward tonight before Wheeling City Council.
The council meeting is slated for 5:30 p.m. today in council chambers at the City-County building on Chapline Street.
Council members are expected to approve a resolution to carry out terms of a grant agreement with the West Virginia Department of Culture and History, seeking $40,000 toward the payment of the total estimated cost of roof repairs to the sprawling Centre Market building.
Last month, city officials indicated that this is part of a $300,000 improvement project planned at Centre Market. City leaders also noted that work is proceeding to fix air conditioning in the lower market house, and an ordinance is up for a final reading tonight amending and reenacting the city code to reactivate a Centre Market Commission to help advise on activities and operations there.
The city is also moving ahead with additional wastewater system upgrades. An ordinance scheduled for a first reading tonight authorizes City Manager Robert Herron to spend $812,150 with James White Construction of Weirton for Phase III-B wastewater collection and treatment system improvements and force main replacement in Warwood. The project is to be charged to the city's Water Pollution Control Division.
James White was the low bidder among four area contractors that submitted bids for the work, according to figures outlined in the ordinance, which listed all other bids received at more than $1 million each.
Final readings on several ordinances are scheduled to be heard tonight, as well, including an ordinance authorizing the transfer and lease from the Wheeling Municipal Building Commission of the building at 2000 Eoff St. -- the former Valley Professional Building on the Ohio Valley Medical Center campus -- to be converted into the new Wheeling Police Department headquarters for an amount not to exceed $8 million. Funds generated by the city's User Fee will be used to repay money borrowed to complete this project.
For another major project, council will hold final readings on the 2021 street paving contract with Cast and Baker of Canonsburg, Pa., for $1,079,722.
Also today, council is expected to approve an ordinance authorizing the city manager to spend $930,593 with USI Insurance Services LLC of Wheeling for 2020-21 insurance premiums, with $701,393 to be charged to the city's general fund, $97,647 to be charged to the Water Department and $107,332 to be charged to the Water Pollution Control Division.
Before the regular council meeting, members of the Development Committee of Council are scheduled to meet at 4:45 p.m. to discuss development or redevelopment designation for Sarah's on Main at 2122 Main St. Members of the Finance Committee of Council are slated to meet at 5 p.m. to discuss the June financial statement, proposed budget revisions for the fiscal year end, and a general fund carryover for fiscal year 2020-21, among other matters.
