He served as chair of the organization’s board of regents and earned its prestigious Ray Ward Award in recognition of his exceptional service to the school. Additionally, Magruder has served on numerous IAVM committees and held significant roles such as Secretary, Treasurer, and Vice President of IAVM’s Region II.
Prior to overseeing WesBanco Arena and the Capitol Theatre, Magruder served in various capacities with the City of Wheeling, including utility rate analyst and budget director. He then joined the Certified Public Accounting firm of Jack J. Ferlise Co., specializing in field audits and governmental accounting. In 1978, he became the business manager/comptroller of Marshall County Schools.
Magruder, who has three children with wife Barbara and nine grandchildren, has been inducted into both the Wheeling and OVAC halls of fame.
As a mayoral candidate, Magruder said his key priorities include supporting economic growth by attracting new businesses and supporting entrepreneurship, fostering sustainable development initiatives, and ensuring the delivery of high-quality public services to all residents.
