Work Continues on Moundsville City Building

MOUNDSVILLE -- City council recently approved extending a contract with JD&E Construction to continue as the firm consulting with Moundsville on its new $12.5 million municipal building.
The month-to-month contract calls for the firm to be paid $19,000 on a monthly basis. It was noted the fee was increased by 3 percent from last year.
The general contractor on the project is &build.
City Manager Rick Healy told members of council that the project is moving along at a good pace.
"Since the last meeting we have seen continual progress," Healy said to council during a recent meeting.
The new building will house the city offices, fire department and police department. It will also include a drive-through for people to use to pay bills.
Construction of the building began in September 2022 and was anticipated to be completed in about 13 months.
However, some issues with soil at the site that was contaminated and had to be removed, along with concrete issues that had to be resolved, put it somewhat behind for a time.
"We have plumbing ongoing. We have ductwork. We have framing for both walls and the roof. We have stairs going in," he told council. "The interior block walls were done since the last time, I believe. They may be completed at this point.
"The sprinkler system has been completed on most of the first floor, and is working on the second floor at this time," he added. "There's also some steel work being done as well as HVAC. The concrete was poured for the security area in the tower.
"The interior forms have come off of those. They've been cleaned and the ceiling area of the security area will be completely formed and poured sometime over the next week. That will complete that section's concrete."
Healy noted sub-roofing for the fire department section of the building was delivered and installation was expected to begin last week.
Grading around the area of the tower also had begun to allow for concrete block work to begin around it as well, he added.
