WHEELING -- By a 5-2 vote, City Council on Tuesday passed an ordinance to ban camping by the homeless or others on public property. Mayor Glenn Elliott and Councilwoman Rosemary Ketchum opposed the ordinance, which was supported by councilors Ben Seidler, Chad Thalman, Dave Palmer, Ty Thorngate and Jerry Sklauvonakis.
The ordinance, which goes into effect Jan. 1, did receive an amendment before passage that allows for one managed camp within city limits. The ordinance does not specify whether the city or another organization would manage such a camp.
