Wheeling Prepares To Spend Almost $1 Million on Parking Garage Maintenance

WHEELING -- While the city of Wheeling is preparing to demolish one parking garage beginning next week and open a new one this spring, some other downtown parking structures in the city are set to undergo nearly $1 million in regular repairs and maintenance.
Members of Wheeling City Council are scheduled to meet tonight beginning at 5:30 p.m. in council chambers at the City-County Building in Chapline Street downtown. Among new pieces of legislation scheduled to be introduced at tonight's meeting are two ordinances authorizing the city manager to hire Carl Walker Construction Inc. of Pittsburgh to perform five-year repair and preventative maintenance to the 10th Street Garage and for the Robert C. Byrd Intermodal Parking Garage.
The ordinance for the maintenance of the 10th Street Garage is in the amount of $342,000. Another ordinance for maintenance of the Intermodal Parking Garage is in the amount of $584,852.
Both ordinances are scheduled for a first reading tonight. Council will likely hear a second reading and take a vote to approve both pieces of legislation during the next regular city council meeting on March 5.
On March 4, the city's contractor -- Reclaim Company LLC of Fairmont -- will begin dismantling the Center Wheeling Parking Garage next to the former Ohio Valley Medical Center Campus. The skywalk between the OVMC West Tower and the parking structure will be dismantled during the first part of the garage demolition, and this portion of Chapline Street is expected to be temporarily closed.
The city is expected to maintain traffic access to the Wheeling Police Department Headquarters throughout the project.
Reclaim Company was awarded a $1,638,000 contract for the dismantling of the Center Wheeling Parking Garage using money from the city's TIF (Tax Increment Financing) Fund.
In the downtown area, work is being finished on the construction of the new Market Street Parking Garage at the corner of 11th Street. Carl Walker Construction is the general contractor for the $12.3 million Market Street Parking Structure project.
Also on the agenda tonight is first reading of an ordinance to authorize the expenditure of $84,000 with National Gunite of Johnstown, Pa., for rehabilitation of the Hempfield Tunnel on Heritage Trail at Tunnel Green. Money for the project would come from the city's Project Fund.
The Hempfield Tunnel has been closed for several weeks because moisture inside the tunnel has caused bricks to become loose in some areas.
Prior to tonight's council meeting, members of the Development Committee will meet beginning at 5:45 p.m. to discuss Water Street traffic and parking.
"We're looking at some short-term options to accommodate more parking on Water Street," said Wheeling Mayor Glenn Elliott, chairman of the Development Committee. "There is some confusion about parking on the west side of the street, and Waterfront Hall patrons have been getting tickets at lunchtime."
Following the Development Committee meeting, the Finance Committee of Council will meet to review the January financial report for the city.
