With 1,710 votes, Bill Flanigan emerged victorious Tuesday in the Republican primary for 4th District House of Delegates over appointed incumbent Diana Winzenreid, who had 1,084 votes.
Flanigan will face Democrat Johnny Haught, who ran unopposed, in the November general election.
