Condemnation Notice Posted At Windsor Manor

A condemnation notice was posted Friday on the front door of Windsor Manor Apartments on Wheeling’s Main Street due to an apparent roach infestation.

According to the notice from the City of Wheeling’s Building and Planning Department, an inspection was conducted Thursday after a complaint and videos were sent to the department Wednesday in reference to a “major roach infestation inside the apartments.”

According to the notice, the building’s property owners have until Feb. 9 to have “an extremely aggressive exterminating plan” implemented by a professional exterminating company for any and all infestations. The property owners are required to work with the city’s building department on this plan.

The apartment building as listed as one of the properties managed by J&S Management based in Cleveland, Ohio. Windsor Manor is listed under the website’s “Affordable/Senior” category. Officials with J&S Management have not yet been able to be contacted. A sign underneath the condemnation notice stated that “Management and Corporate are aware and are addressing the matter.”

Wheeling Director of Building and Planning Brenda J. Delbert sent a statement on the building’s condemnation:

“(Friday), a code official from the City of Wheeling gave the management of Windsor Manor 30-day notice to comply with a condemnation order that relates to pest control. The City stresses that, at this time, residents of the facility are NOT required to vacate. The issue will be monitored and reviewed by City officials and Windsor Manor building management within the 30-day period,” it read.
