Tree, Vegetation Clearing Begins at Heritage Port

Project Expected to Improve Scenic Views of Ohio River, Bridges

WHEELING – Work has begun to clear trees, brush and other vegetation along the riverbank to bring clearer views of the Ohio River and the historic Wheeling Suspension Bridge from Heritage Port.

Work to clear obstructive trees and overgrowth near the riverbank was initially scheduled to begin several weeks ago. While sub-freezing temperatures experienced last month were in a way welcome by crews looking to avoid muddy conditions while performing the work, the deep snow followed by a long stretch of below-zero temperatures led to the job being put on hold until more ideal weather conditions prevailed.

This past week, relatively dry and unseasonably warm weather put the project back on the front burner. Crews started on the job on Friday and are expected to return at least through next week, maybe longer.

“The work will continue – weather permitting – for several days, possibly a couple of weeks,” Wheeling City Manager Robert Herron said.

City officials first discussed the project publicly back in October. The original plans for Heritage Port called for river views from the recreation area, but over the years, trees and other vegetation have grown to obscure the scenic vistas.

In December, members of Wheeling City Council approved an ordinance to hire LaRoche Tree Service Inc. of Bellaire for tree trimming and removal services at Heritage Port. The $21,440 contract was to be charged to the city’s Arena RCIP (Restricted Capital Improvement Program) fund.

Officials noted that work on the project could not begin until after Nov. 15 because of state environmental regulations protecting bat nesting habitats. Cutting and clearing activities must take place during winter hibernation period between Nov. 15 and March 31.

Because of this window of opportunity, the tree removal project must be completed within the coming weeks. If the weather cooperates, the project is expected to be completed by the first week of March.

“Please note that weather conditions and other unforeseen circumstances could impact the schedule,” the city announced this past week.

Work is expected to continue between WesBanco Arena and the south end of Heritage Port. Intermittent closures of the trail may be necessary at times when crews are working near the pathways.

“The goal is to not have to close Heritage Trail, and if it does have to be closed, it will only be for one day at this point as that project proceeds,” Herron previously noted.

Improved views of the river are expected to enhance this year’s activities at Heritage Port and the new seasonally operated outdoor splash pad. Officials said the tree clearing will improve views of fireworks over the river for families gathering at the port for the annual July 4 celebration.

The tree clearing is also expected to improve vistas from outdoor areas at WesBanco Arena. A number of successful events were held last year on the northwest patio of WesBanco Arena, and more are expected to continue this year. First Friday events took place on the patio this past summer, and a popular cigar social was held. Additional cigar socials are planned for the future, officials noted.
